In essence, the bill, known as the Minors Health Protection Act, revises North Carolina laws regarding when minors can consent to their own medical treatments and when parents are allowed to access their medical records. It stipulates that physicians are not liable for providing services without parental consent unless negligence is involved. Minors can consent to treatment for certain conditions, but parental consent is required for vaccines authorized for emergency use and not fully approved by the FDA. The bill permits parental access to minors’ medical records except in cases of suspected abuse or neglect, court orders, or active criminal investigations involving the parent. This act becomes effective Oct. 1, 2025.
