A new bill filed by State Rep. Kyle Hall in the North Carolina House seeks to address the foster care crisis through statewide support and community-based programs, according to the North Carolina State House.
The bill, filed as HB 274 on March 4 during the 2025 regular session, was formally listed with the short title: ‘Foster Care Services/Funds.’

In essence, this bill appropriates $5 million from North Carolina’s General Fund to the Office of State Budget and Management for the 2025-26 fiscal year to provide a grant to Crossnore Communities for Children. The funds aim to address the state’s foster care crisis through programs such as the Promise for Hope Campaign, the Center for Trauma Resilient Communities, the Bridging Families program, youth independent living, foster care, family reunification and preservation, and community engagement. These services will be available to children statewide and will be offered from locations in Winston-Salem, Crossnore, and Hendersonville. The act becomes effective July 1, 2025.
