Rep. Hall files bill in North Carolina House on athlete agent registration checks

A new bill filed by State Rep. Kyle Hall in the North Carolina House seeks to enhance oversight of athlete agent registrations through mandatory background checks and fee adjustments, according to the North Carolina State House.

The bill, filed as HB 543 on March 26 during the 2025 regular session, was formally listed with the short title: ‘Criminal Background Check For Athlete Agents.’

In essence, this bill mandates a criminal history record check for all individuals applying for or renewing registration as athlete agents in North Carolina. Applicants must consent to the check by providing fingerprints and paying the associated costs. The Secretary of State may deny registration if an applicant refuses consent. Information obtained from the checks is to be kept confidential. Additionally, this bill increases the registration and renewal fees for athlete agents from $200 to $250. The State Bureau of Investigation will handle the background checks, forwarding fingerprints to the Federal Bureau of Investigation for a national history check. The act becomes effective on Oct. 1, 2025, applying to applications received on or after this date.
